WebIts simple. u loose alot of dmg in PvE so maybe some tactics wont work anymore cause u loose alot of aoe dps. it wont help pvp cause if somebody dies to 3 proc sets u will still die to 3 procs even without crits. they easiest nerf would have been only 1 proc set can proc and everybody would have been happy.
